On September 17, immediately prior to the Scottish independence referendum, DPC Senior Associate Dr. Valery Perry had a letter published in the New York Times in response to an article entitled “Scots inspire separatists everywhere,” which highlighted the attention the Scottish referendum had in Catalonia, Flanders, and beyond. In her letter, Dr. Perry questioned what standards should apply in allowing self-determination, noting the violent experience in the Balkans, and alluding to the Bosnia is noting that territories that were ethnically cleansed could hope to legitimize these deeds through “self-determination exercises.”
